This is not a Microsoft problem; it's a security problem, and it's additionally a political, cultural, and financial problem. As mentioned in the documentary, switching everything over to Linux will not solve everything. It will take time and investment into better security infrastructure (staff, training, deployment, protocols, etc.) before they will notice much positive benefit, regardless of the OS. They could even stay with Microsoft, but they should be more diligent about how it's being administered and used, at every level. Linux is not a panacea, but a movement away from Microsoft would probably be a significant positive development over time. It's not Microsoft's fault that these governments/institutions have become (by choice) dependent on its platform, and software. It might take a lot more time, money, and preventable chaos, before politics can be displaced by more sustainable, and security-focused thinking.
