First of all I agree that the there is a flaw in the request rules, as the majority of users will be left with the option to make a total os 5 requests. This is primarily because of the lack of ability to help solving requests from other users. The limitation is logical as everybody has some knowledge in specific areas, but besides that most people only have rudimentary knowledge of subjects they don't have an interest in.
Regarding your suggestions

18 months ago I made two suggestions with a similar intension. Basically the idea is the same, but I suggested a limitation of a max of 6 requests each year with an ability for extension if help was provided for other users. This is based on the present 5 requests limitation, but as I also stated the basic limitation could be anything, as long as no users were permanently excluded from making requests.

For the same reason I suggested a feature for any user to be able to keep track of their request versus help balance.

junkhi b. Creating a Paid Section (Paid One) where member can pay for additional Per Requests (like $3-5 per request).
Basically I am opposed to the idea of an option for users to pay to get an advantage to others making requests. This would divide the users into an A-team and a B-team. Many users does not have the income to afford to pay the fee. This is probably the main reason today for many users to seek to communities like SAnet.
