I believe that we, as native English speakers, can contribute ideas that would help clarify this rule.
Because the moderators speak multiple languages, and English is not their first language, I believe we can offer ideas that might be of help, for example:
Posts in the "Requests" forum are very strictly moderated. Requests must be formatted correctly and cannot be "bumped" more than once per week.
To reduce the potential for abuse, all replies must be related to fulfilling the request. Replies that are not allowed include: Questions, Plus One's, Search Suggestions (unless leading to fulfillment), or similar conversational posts.
To repeat: Any reply that does not assist in fulfillment of the Request will be prohibited and result in penalty.
That's an initial idea as to how this can be made more specific. Someone else may have a better suggestion, but that's my best attempt ;-)
